This is a Small Claims Court job. You are wasting your time contacting PC, except that the Court would have expected you to try them. You will get some (see below) money back with no problem and it is a very simple process.
Although, can I be frank, you have to be a little foolish to trust a hotel with something like this. I wouldn't even trust a Four Seasons to do the call if it was so vital. The court may ask why you didn't set your phone alarm and decrease your payout accordingly.
