Wrong. You need to book a flexible ticket in Economy to upgrade, for other cabins any ticket will do. For this reason, as has been stated about 2 zillion times on this forum, upgrading with Avios from Economy is usually pointless as the cheapest WT+ fare is often cheaper or similar to a fully flexible Economy fare.
