1. Correct - you can only upgrade to the next class using miles

2. Not entirely true - to upgrade from Economy (WT) to Economy plus (WT+) you need to book a fairly high class (Y, B, H) which are quite expensive/flexible. To upgrade e.g. from WT+ to Business, you can buy any class.

The agent on the phone is correct.
