The one thing in your favor here is that you have to relcaim your bags to go through customs when arriving internationally, so you do have possession of your bags regardless of your final destination. The question is, does CLE allow passengers staying at CLE to exit customs with their bags? (Some airports do not because you have to go back through the airside concourse to exit the terminal.)
For doing it one time, I wouldn't worry about getting caught on the hidden city ticket. They're concerned with people doing it regularly.
Doesn't really matter what happens at CLE, since the first entry point and where they clear customs will be Newark
Now, on the return flight I go from LHR to EWR, EWR to CLE
, etc
The question is can they short check the bags at EWR when they recheck them, and the answer for UACO is apparently not.
