do exactly as zebranz posted which is what I do, 2 steps ; step 1- make the res using the eCert, Step 2 call UA and have them apply my CR1s. Its never failed
The issue is the OP wants to ticket into W for the DEQM. (I assume that this means that the cheapest fares are in sub-W buckets.)
