As others have already mentioned, the Delta Connection employees don't benefit from the certs. However, you can still use the "Contact Us" form on delta.com to comment on the service.

On my last MSP-PSC flight, the head FA did an excellent job. I sent a note to Delta and also gave her a bar of Laima Chocolate that I had in my carry-on. I know she appreciated the chocolate!
