No, UACO will not do this. It's called short-checking and it's expressly prohibited. It's a red-flag for hidden city ticketing which this is. If you want certainty, don't check luggage. Many people are easily able to travel for a couple of weeks with carry-on.
Your other option is to call CO and ask whether it will cost anything to cancel the final segment of your itinerary from CLE to Erie. If there is no cost, cancel it and your itinerary will end in CLE and that's where CO will check your bag.
Nothing prohibits you from asking at EWR when you recheck your luggage after Customs, but you need to be prepared for the almost certain "no" and having your bag sent to Erie.
