Both, I believe. They are egregious in Economy, to the point where redeeming for BA Y tickets give you very poor value for your miles; you might as well just spend another $300 or $400, buy the ticket, and earn rather than burn.
Surcharges rise for J and F tickets but (A) you're getting better cash equvalency for your miles and (B) I'm not certain if they're down to fuel surcharges or the UK government's also egregious tariff on premium travel to and from British airports.
