I've heard this said countless time, normally as a part of the "seat back in it's upright position", "electronic devices off", etc speech.

The exact way that you've described it is new, and not very customer friendly - but most likely it's just that he realized after putting down the mic that he'd missed it in the rush, and thus added it afterwards.
