New HKG-TW Bilateral Agreement - Why?

Looks like they finally signed the new bilateral agreement and

- all airports except for TSA can have service to HKG
- passenger flights increase from 340 to 410 a week
- cargo volume increases from 1600 to 2900 tons/week
- scheduled service will be allowed for additional carriers

It sounds like the carriers are going after the traffic rights for the increase.

What I am curious about is that I thought TW-HKG will not be as important now there are tons of nonstop service between Taiwan and the Mainland. I guess it is still more efficient to use HKG as a hub for connections to many other points?

Also, the carriers are already strapped on capacity. I guess time to get more planes?
