Isn't it implied by the use of the word "reward"? What do parents mean when they offer children a reward for good behaviour or cleaning their bedroom? Do they subsequently stand at the sweetshop counter and tell the kid they'll have to pay a sugar surcharge?
I never had any rewards given to me by my parents. Or santa either.
Now all my rewards are taxed, even worse since they allowed santa to run the country.
