From what I can tell, so long as the connection is in China, any pax with travel that originates or terminates in Japan gets the extra luggage allowance. That's as long as all the flight sectors are also with Air China and part of the same PNR - this is my reading of what they mean by a 'flight' between Europe and Japan.

And yes, they definitely do have flights between China and Japan, I'm booked on CA167 & CA184.
