If something isn't specifically allowed to be attached to the seat, such as an FAA approved child seat or seatbelt extender, then it's a carry-on and needs to be stored in a closed overhead bin or under a seat. I have never heard the alternative of securely buckling a carry-on item.
You've never heard of buying an extra seat for a large, bulky, carryon item and securing it with the seatbelt? I've done this numerous times (never, however, on WN).
