Septa is excellent for airport--&gt;downtown. Everything else is within walking distance of the downtown area, except the cheesesteaks, which are about a 10 minute cab ride, split 3 ways, should only be $3 or so per person. So, I would say no, you don't need a car.

P.S. If anyone booked one of the "gophila" rates that includes parking, but will not have a car, please email me...thanks.
