The load planners should know the empty weight of the plane; at least as of the last re-weigh by MX. IIRC, the regulations or maintenance program (as specified by manufacturer) specifies a re-weigh and recalculation of the empty weight every 24 calender months. The weight data should go into a database by tail number/ship number (whichever UA might happen to use) that the planners/dispatchers access when building the flight.
Post-SOC the airplanes will all be weighed every 36 months. The standard was never as low as 24 months at either s-CO or s-UA.

Any repair that adds more than 5 pounds is added to the weight and balance database for that particular aircraft.
