Surprised there are not more exceptions. It would seem like a good idea to not have any scheduled flights after 11pm and if one does have to leave after 11pm due to a delay, then maybe the airline would pay a fine of a few thousand euros, for example. The money could go to some organization supporting area residents, for example. The airline would surely rather pay a few thousand euros then the much higher cost of delaying a flight a day.
