Taxis gouge everybody equally. Locals don't take taxis so it's not a problem. Don't waste your time trying to get the cost down, there's heavy collusion and any driver who agrees to a lesser price will likely find themselves in a fair bit of pain.
Either you pay the outrageous taxi prices or you take a songthaew, there's really not many options on the island.
