I agree that more than half the pet-carriers get opened in flight against the rules.

Why can't WN require all pet carriers to be zip-tied (or sticker) from time boarding pass is scanned until they depane, with a WN tamper resistant label.

Failure to return with that serialized label in tact denies that passenger the ability to bring a pet along on any future flight.
