In Toronto they are the same but on the AC website it implies that the lines are different by telling you to follow signs to Canada/US/International connections.

1. Don't see why not. On the other hand, who is going to care if you don't check in your 2nd back on the 2nd leg.

2. Yes, and the claim area is the same. After you come out of customs, the drop off belt is immediately ahead of you and the doors to the great outdoors are to your right, so nobody's going to stop you. Enjoy!
