I think now there is a clear answer to my original question:

Now United is undoubtedly the MSC, but it is United's CHINA-USA rule applies to the whole ticket. Therefore, the pax will be able to check ONE piece of baggage at PEK.
Strictly speaking, does UA's CHINA-USA rule apply or JAPAN-USA rule apply?

I know they happen to be the same thing here. If they are different, does the MSC rule mean the rules for entire trip or just the MSC's segment? (It seems to me it would be the segments on the MSC since the MSC might not fly to the region of the smaller segment and have no rules governing it?)

Also, the baggage fee paid is for the entire one-way journey correct? If a stopover occurs, that would be additional fee at check-in, right?

However, no fee would be collected when crossing carriers within the one-way trip, right? (For example, NRT-LAX on NH then LAX-PHX on US. I would guess no fee would be paid at the transfer desk. However, if I dragged the suitcases myself to the US counter myself (without removing my thru NRT-LAX-PHX tag), would the fee have to be paid again?) Thanks.
