IATA 302 and US law on interline baggage fees

ANA's web site http://www.ana.co.jp/wws/sg/e/asw_co.../iata_302.html has one of the best displays of IATA rule 302 but note there is a U.S. exception (US DOT Order 2009-9-20 <05Oct09>) in IATA rule 302.

I did some research and found that US DOT Order 2009-9-20 <05Oct09> http://www.regulations.gov/#!documen...2008-0370-0003 essentially states for US flights IATA resolutions 300 and 301 remain in effect for a limited time period (30 March 2011 when they expire), exempts IATA resolution 302 from US DOT review and approval and in line with the exemption imposes 2 conditions on IATA 302 for flights from/to the US.

Order 2009-9-20 - IATA - Approving Time-Limited Revalidation of Two Resolutions

In this order, we are
(1) approving a time-limited revalidation of two resolutions of the International Air Transport Association that establish standard baggage allowances for IATA member carriers, and
(2) exempting a new IATA resolution that will replace the standard allowances with criteria for determining which baggage rules apply on interline itineraries where the participating carriers’ baggage rules differ.

A change to US law which becomes effective on 24 Jan 2012 will trump IATA 302 for flights that begin or end in the US. (See the references listed below)
