You're probably right. I would have thought it was illegal. But, we saw two Police Officers group up the "buyers" and "sellers" of tickets downtown. They went on to ask them to move away from the corner of the street so pedestrians don't have to walk around them. In a way, it seemed they were condoning the practice.
