When changing from TATL to Madrid you have to clear immigration in CDG, no airside bus possible. And even if it were, from 2E to 2F it's a rather short walk, but the bus makes a tour around the whole airport (stopping several times). 1h is usually sufficient to make this connection, but wiht the strike it might get short.

Btw, I would be very surprised, if security control is faster without hand luggage, as you have to wait behind other pax who have bags to check, so what's the point of you not having it? AF has to protect you anyway if your connection is on the same ticket.
