How is that any different from someone traveling CDG-JFK-XXX? After landing at JFK, they need to go through immigration, claim and recheck their bags and pass through security. At least when I fly JFK-CDG-XXX, my luggage gets checked through to my final destination.
It's because the USA <for some reason> is much, MUCH more concerned/worried about what you're bringing into the USA, than the EC is worried about what you you're bringing into the EC! US Customs Guyz, want to inspect everything. EC Customs is much more relaxed - - although, I have been checked now 'n then, upon arrival after flying JFK/TXL.
I'm not really sure if that answers your question or not.
