You're right in principle, ID tix are a royal pain in the a$$ (especially for less senior employees). But in this example, I can assure you that the person traveling on that ID ticket was indeed entitled to the cash difference in their ID ticket between J (what it sounds like they paid for) and Y. So it's not like they flat out got totally screwed, that amount will be refunded into their paycheck. People flying ID know the gig, and that's just the way it works.
