That experience would be worth a letter to Indianapolis' Chamber of Commerce and Mayor's Office. If you live in IND, I would contact a few TV news outlets as well - bring a reporter and cameraman to IND, have them attempt to charge a laptop, and see how they behave on camera.

They need to know just how UNfriendly their airport is, and how that might impact visitors and business-people. The fact that multiple people on this thread have experienced this means it's a directive from someone high up in the IND airport authority.
