I share the same sentiment of HND. It has a lot of potential as an new international hub for Tokyo, but the part that HND sucks is that the arrival and departure times for longer international destinations are restrictive to the odd hours of 9PM-7AM, which doesn't fare well with public transit options.

However if you're flying to/from anywhere intra-Japan or to nearby Asian cities like GMP, TSA, or SHA which are during the day, HND becomes one of the most easiest to transit cities. Tokyo Monorail from HND to Shinagawa or Hamatsucho, and the JR Yamanote Line is there.
