Canadian Law is changing as the Conservatives is implementing one price all included policy very soon..

Best way to avoid paying the fuel surcharge that you feel is unfair is to redeem on carriers that don't charge such a hefty fuel surcharge.. If you want the flights unfortunately, you will need to pay the fee requirement quoted AFAIK..
