Of the 4 bulkhead seats there are usually 2-3 doing so, occasionally all 4 (including me).
If on an aisle I would say "maybe" (dont make someone step over you, and move your feet when the FA is serving). If in the window, not at all.
I never feel that it is rude to do so, nor have I thought it rude when others do so.
