As far as seeing the fare rules on a purchased ticket - only one of my 10 or so that are active will bring up the rules - then only on sometimes and even then only the penalty portion - nothing else. So I consider it a work-in-progress. (They also removed the 'VIEW" option for flights - so when your upgrade clears, so have to resort to EF to see if your flight a scheduled for a meal service and what type.

As far as refunded taxes - I wonder if the reference was that the OP wants a CC refund of the non-fare portion of a non-refundable ticket? Just like a theatre ticket, the taxes are due on the sale, even if the person no shows - but perhaps they meant things like the security fees - or the UK departure tax built into quoted fare, and payable for upgraded departures. AFAIK, these fees are only collected if the PAX actually flies - so perhaps they should be refunded, but I suspect they are not. (Just musing on a Sunday morning...)
