Sometimes LH / FRA will depart after the deadline, but I don't know what extenuating circumstances there have to be. I have been on a flight to LHR delayed from 21:40 (or something) which took off at 1:45am (can't really remember). Delay was snow related. Like LHR I guess there is a heavy fine that they have to pay.
