I agree with your question, "Wy don't we get the unpaid taxes returned?"
Last year, I had to cancel a trip on Croatian Airlines which I bought with a non-refundable ticket. The ticket was about $450, including $275 in taxes. The $275 was refunded; only the $175 "fare" was lost.
I could never understand why the same is not true in the US.
