Fortunately IMHO it would take a bit more to start a fire. The tissue wasn't directly on the bulb, but there still is a bit of plastic around it..
But I don't mean to argue. You are correct and the CSD probably didn't necessarily follow elf and safety procedure.
Long story short: I was very happy, nothing happened, and I couldn't have known about the ability to "reset" the lights from the CSD's office. That's useful to know for the future!
Whilst I am pleased that you were pleased with the outcome, it should never have been done. The crew should have known it was a no no.
As for LED lights, similar to the reading lights on the new A320 fleet, white light LED which produce hardly any heat at all.
