for both questions, I dont think they would even take notice of it.

also, for the return trip, the bags would be mostly empty.
The agent is definitely wrong.

Even your 2nd leg is a revenue flight, your luggage allowance will be carried over to 2X23 kg automatically.

But remember - you must show a reservation within 30 days to prove that you are transferring or transiting.
