I believe the airlines are suppose to validate these in most instances. I know South Africa is the strictest that I have heard. Our own company VP was detained entering SA and was not released until it was dealt with. Basically the airline (BA) ended up having to pay a 25,000 fine (not sure if USD, or GBP) because they did not inspect/validate the passport.
