Orbitz is not necessarily a "list" or "rack" rate. I think that's probably the issue here.

It's not uncommon for many of the CDP rates at any given time to be exactly the same and for them to be the same as certain other sources. Any discount would be off the standard direct from Hertz rates, which might be higher than you can get on some other booking sites.

And even then there probably could be times where there's no discount to be had, depending upon the situation.
