OK, on further review, I'll concede "no" on point b.
I went back and re-read the fine print on the PMUA MM rules, and see that it already excludes non-BIS from the future MM calculations.

However, on point c), I would think that among those who have figured out what EMs are, the idea of booking/cancelling the actual ticket is not an "issue" for them....
The savvy ones will figure out that the ticket can easily be refunded once the miles post.
