If the person still has residential ties to Canada (a home available to them, travels home during most school breaks) then a temporary absence to study abroad does not establish foreign residency, particularly if the "visited" country doesn't consider them residents.

The OP could just as easily get the opposite interpretation next time and get hit with duties when they try to bring belongings purchased while on study in the UK back home.
