If one does not care about *S/*G status, UA/CO or US FF programs are better for earning and spending miles than A3 (or any program that charges fuel surcharge). *S gives one free bag on domestic UA/CO or US routes, though.
I think you raise a very good point.
I would suggest US Airways....as the mileage redemption process seems very favorable.
