When you get to IAD you will have to clear immigration and customs and reclear security. You will not be able to take the bottle through security. You will, however, have to claim any checked luggage to clear customs, then have an opportunity to re-check it. To get the wine home, you will need to put it into your checked luggage between claiming it and rechecking it at IAD.
