I assume they are enforcing the rule at DFW because on many (most) flights, overhead space fills up and bags need to be gate checked, delaying the departure. If the GAs are proactive in getting bags gate checked before boarding then the flight is more likely to go out on time. I've even heard of incentives being offered for PAX to gate check before boarding. Therefore, it makes sense to target bags that exceed the limit.
