DFW requiring gate check for connecting passenger carry-ons?

My husband flew LAX-DFW-DCA and back earlier this week. He was traveling with the same rollaboard he always carries on. He didn't have any problems getting on the flight in LAX, but when he got to DFW, the gate agent made him put his bag in the sizer - of course it didn't fit - and she made him gate-check it.

The same thing happened on his return - he was able to carry the bag on in DCA, but when he got to DFW, they made him gate check it. He asked if this was a new policy and why DFW is the only airport enforcing it. He was told "all" airports enforce this now.

Is this a new policy? Has anybody else run into this? He is Gold (will be plat next week with DEQM!) but he says everybody was made to put their bags in the sizers before boarding passes were checked, so the gate agent wouldn't have known if he was no-status or EXP, nor would she have know if he was an originating or connecting passenger.

Edited to add that I just measured the bag. It meets the width/height standards, but the length when measured including the wheels is 22.75". Ugh. We have more than one of these bags and have been using them for at least 5 years - what a waste if we have to replace them.
