Amex to PC isn't the best deal. PC points can be "purchased" for 0.6 cent via points+cash option.
Royal Amb is by invitation only, the thing you can apply is regular Ambassador. Both don't guarantee benefits on award stays.
Best way to handle your booking is try to use the BOGO rate for first night in desired room category and then ask the hotel to let you keep the room for the points booked time instead of upgrading.
