I've had no problem purchasing eTickets using my Canadian Credit Card (/w Japanese billing address) and a Japanese home/business address registered with destina.ca. I've yet to book an intiniary that required paper tickets through destina.ca -- however their FAQ states

<font face="Verdana, Arial, Helvetica, sans-serif" size="2">...for other International destinations you will receive your tickets via regular mail within 8-14 business days.</font>
So I guess it's OK?
