I can only respond to the question about the location: The IC is about a less than 10 min walk from the Sheraton. The PH is about half way between them. The area directly around the IC is a bit boring. The mini shopping mall next to the hotel in the same complex is usually deserted and pretty boring, but there is an ok Starbucks clone in there.
The IC is not right in the middle of the tourist area like the Sheraton,, but close enough.
As a RA they give you either an upgrade to a suite or to club, but not to both. It helps to email them your preference, otherwise they preselect for you.
