I commend the long thread on this topic from a week or two back.

The rule's there, its pretty well articulated by BA, why not just comply? If people really don't like it then find a different routing & airline.

As to why the rule hasn't been changed, it would appear (per the last thread) the assessment of risk on this side of the pond still considers things uncertain or poorly mitigated such that a change cannot be suppported.
It shocked me pilots have reported comms interference still in this day and age. As long as this persists I fully understand a reluctance to change things.
