The first question is a hard one. Nobody can point to a DL fare/routing rule MSP-IXB because there isn't one. There is a 9W rule IXB-MSP that would suit you but it requires more 9W segments. (An ExpertFlyer subs pays for itself many times over for complicated itins.) I'm not entirely confident that DL agents will be swayed by a 9W rule but it may auto-price correctly at 80K if you find find availability on a prescribed routing.
