Agreed, but then they would just hold off selected non revs. Remember that if said non rev is an FA or friend of the family, they would get their bags stored in a closet if necessary... OTOH, if a DM waits to board in anticipation of possible u/g, they would be out of luck on o/h space......:-):-):-):-)
