I've had fees refunded on a pair of tix to NRT booked together ($56 each) and also on a TATL ticket ($114 of which ~$85 was reimbursed 'cause I was at my $200 limit). I haven't tried anything over $200. According to info in other threads you may have to call Amex to get larger amounts reimbursed but award ticket fees are definitely eligible as far as I can tell.
