I think you are confused in thinking that economy plus is a separate cabin, its not, and Aeroplan agents cannot assign those seats, only United elites are allowed into those for free, anyone else has to pay.
There is no difference however in those seats and seats in the back apart from 3-5" extra legroom
Air Canada Super Elites (SE) have to sit in the back in economy minus as well
